Description

### Problem
Once the *Business Manager* project is decommissioned, there will be open tickets in Redmine that need to be properly closed to reflect the project's end-of-life status. Leaving these tickets open may cause confusion or mislead stakeholders about the project's state.

### Context
- The *Business Manager* project is being decommissioned, and all associated Redmine tickets (bugs, features, tasks, etc.) should be closed.
- The client has specified that all tickets should be marked as **"Resolved"** with a note: *"Closed due to project decommissioning."*
- No additional verification (e.g., reports or manual reviews) is required beyond the closure action.

### Proposed Behaviour
- The team will close all open Redmine tickets for the *Business Manager* project once decommissioning is complete.
- Each ticket will be updated with the status **"Resolved"** and include the note: *"Closed due to project decommissioning."*

## Acceptance criteria
- [ ] All open Redmine tickets for the *Business Manager* project are closed with the status **"Resolved"**.
- [ ] Each closed ticket includes the note: *"Closed due to project decommissioning."*
- [ ] The closure action is completed within a reasonable timeframe after decommissioning is confirmed.
- [ ] No open tickets remain for the *Business Manager* project in Redmine.

## Classification
- feature

## Complexity
- 3/10 — The task involves a straightforward batch update in Redmine, but requires careful execution to ensure all tickets are properly closed and annotated.
